Regulamin

1. XIX Międzynarodowy Festiwal Filmów Młodego Widza Ale Kino! odbywa się w dniach 14-19 maja 2001 w Poznaniu. Organizatorami Festiwalu są Centrum Sztuki Dziecka i Instytucja Filmowa Film-Art.

2. Patronat nad Festiwalem sprawują:

• Ministerstwo Kultury i Dziedzictwa Narodowego,
• Komitet Kinematografii,
• Ministerstwo
  Edukacji Narodowej,
• Miasto Poznań,
• Telewizja Polska SA.

3. Celem Festiwalu jest prezentacja i promocja wartościowych filmów dla dzieci i młodzieży, stymulowanie ich dystrybucji oraz utworzenie forum z udziałem twórców, krytyków, dystrybutorów, przedstawicieli mediów audiowizualnych, pedagogów i młodych widzów.

Festiwal stanowi także istotny element w systemie edukacji kulturalnej poprzez udostępnienie projekcji młodej widowni oraz towarzyszące mu różnorodne formy edukacyjne.

4. Festiwal składa się
z następujących sekcji:

• konkurs międzynarodowy,
• konkurs krajowy,
• sekcja informacyjna
  i pokazy specjalne.

5. Do konkursu międzynarodowego mogą być zgłaszane filmy zagraniczne oraz filmy polskie zgłoszone do konkursu krajowego, spełniające następujące warunki:

• aktorskie lub animowane, w dowolnym metrażu,
• rok produkcji 1999, 2000, 2001,
• nie pełniące wyłącznie funkcji oświatowej, naukowej lub reklamowej,
• na taśmie 35 mm,
  wyłącznie z optyczną
  rejestracją dźwięku.

Uczestnictwo i nagrody w innych festiwalach nie są przeszkodą w zgłoszeniu filmu do konkursu.

6. Do konkursu krajowego mogą być zgłaszane filmy spełniające następujące warunki:

• aktorskie lub animowane, w dowolnym metrażu,
• wyprodukowane w Polsce, a w przypadku współprodukcji międzynarodowej zrealizowane przez polskiego reżysera,
• rok produkcji 1999, 2000, 2001,
• nie pełniące wyłącznie funkcji oświatowej, naukowej lub reklamowej,
• na taśmie 35 mm, wyłącznie z optyczną rejestracją dźwięku lub na taśmie magnetycznej w systemie profesjonalnym.

Uczestnictwo i nagrody w innych festiwalach nie są przeszkodą w zgłoszeniu filmu do konkursu.

7. Filmy zgłaszane są do Festiwalu za pomocą specjalnej karty zgłoszenia, która powinna być nadesłana do 1 lutego 2001. Do karty należy dołączyć kasetę wideo VHS; w przypadku filmów zagranicznych z napisami lub listą dialogową w języku angielskim.

8. Selekcji filmów dokona Dyrektor Festiwalu. Wszyscy zgłaszający zostaną poinformowani o zakwalifikowaniu bądź niezakwalifikowaniu filmu do Festiwalu do dnia 30.03.2001. W przypadku zakwalifikowania filmu do Festiwalu należy niezwłocznie nadesłać materiały informacyjne:

• streszczenie filmu,
• biografię, filmografię i zdjęcie reżysera,
• fotosy i materiały reklamowe.

9. Filmy biorące udział w konkursie międzynarodowym oceniane będą przez międzynarodowe profesjonalne jury, powołane przez Dyrektora Festiwalu. Jury konkursu międzynarodowego przyzna główną nagrodę Festiwalu:

• Grand Prix - Poznańskie Złote Koziołki dla najlepszego filmu.

Ponadto jury przyzna:

• Poznańskie Srebrne Koziołki dla najlepszego filmu aktorskiego dla dzieci,
• Poznańskie Srebrne Koziołki dla najlepszego filmu aktorskiego dla młodzieży,
• Poznańskie Srebrne Koziołki dla najlepszego filmu animowanego,
• nagrodę Międzynarodowego Centrum Filmu dla Dzieci i Młodzieży CIFEJ.

Jury może przyznać wyróżnienia.

Filmy prezentowane w konkursie międzynarodowym oceniane będą także przez jury dziecięce, które przyzna nagrodę: Marcinka oraz jury młodzieżowe, które przyzna nagrodę: Marcina.

10. Filmy biorące udział w konkursie krajowym oceniane będą przez profesjonalne jury, powołane przez Dyrektora Festiwalu. Jury przyzna następujące nagrody:

• Poznańskie Srebrne Koziołki dla najlepszego filmu aktorskiego dla dzieci,
• Poznańskie Srebrne Koziołki dla najlepszego filmu aktorskiego dla młodzieży,
• Poznańskie Srebrne Koziołki dla najlepszego filmu animowanego.

Jury może przyznać wyróżnienia.

Filmy prezentowane w konkursie krajowym oceniane będą także przez jury dziecięce, które przyzna nagrodę: Marcinka oraz jury młodzieżowe, które przyzna nagrodę: Marcina.

Filmy - zdobywcy Poznańskich Srebrnych Koziołków w konkursie krajowym - zostaną zakwalifikowane do konkursu międzynarodowego, o ile są zgłoszone na taśmie 35 mm.

11. Kopie filmów zakwalifikowanych do Festiwalu należy przysłać do dnia 4 maja 2001 na adres:

Z chwilą wysłania kopii filmu zagranicznego, niezależnie od listu przewozowego, należy przysłać oryginał faktury proforma oraz fax lub telegram informujący o dacie wysłania kopii, nazwie przewoźnika i numerze przewozu. Koszty wysyłki pokrywa wysyłający kopię. Koszty transportu powrotnego oraz ubezpieczenia pokrywa Festiwal. Ubezpieczenie od zniszczenia i kradzieży, do pełnej wartości kopii podanej w karcie zgłoszenia, obejmuje okres od przekazania Festiwalowi kopii przez przewoźnika przywożącego do momentu odbioru kopii przez przewoźnika odwożącego. Kopie zostaną odesłane w ciągu 14 dni od zakończenia Festiwalu, chyba że uzgodniono inaczej.

12. Kopie i listy dialogowe filmów zagranicznych powinny być przysłane w wersji oryginalnej. Jeżeli kopia posiada napisy w języku angielskim, to lista dialogowa powinna być w tym języku. Listy dialogowe, przetłumaczone na język polski, czytane będą symultanicznie przez lektorów. Listę dialogową oraz materiały informacyjne należy wysłać niezwłocznie po otrzymaniu informacji o zakwalifikowaniu filmu do Festiwalu.

13. Zgłoszenie filmu do Festiwalu oznacza akceptację powyższego regulaminu. Decyzje w kwestiach nie objętych niniejszym regulaminem należą do Dyrektora Festiwalu. W sprawach spornych obowiązują przepisy polskiego Kodeksu Cywilnego.

Regulations

1. The 19th International Young Audience Film Festival Ale Kino! will be held in Poznań from 14 to 19 May 2001. The Festival is organised by the Children's Art Centre and Film Institution Film-Art.

2. The Festival will be held under the patronage of:

• Ministry of Culture and National Heritage,
• State Committee of Cinematography,
• Ministry of Education,
• City of Poznań,
• Polish Television SA.

3. The Festival aims at presentation and promotion of valuable films for children and young people, at stimulating their distribution and establishing a discussion forum for film artists, critics, distributors, media representatives, pedagogues and the young audience. The Festival is also an important instrument of film education for children and young people, as it both makes the shows accessible to wide audiences and provides a variety of educational forms, which accompany the event.

4. The Festival comprises the following sections:

• International competition,
• National competition,
• Information section and special presentations.

5. The international competition is open to foreign films and to the Polish films registered for the national competition. To enter for the international competition, the films need to meet the following requirements:

• live-action or animation , unspecified running time,
• produced in 1999, 2000, 2001,
• performing not exclusively educational, scientific or advertising functions,
• on 35 mm tape, exclusively with optical sound recording.

Participation in and awards from other festivals do not prevent from entering the film for competition.

6. To enter for the national competition, the films need to meet the following requirements:

• live-action or animation, unspecified running time,
• produced in Poland, and in an event of co-production, made by a Polish director,
• produced in 1999, 2000, 2001,
• performing not exclusively educational, scientific or advertising functions,
• on 35 mm tape, exclusively with optical sound recording or on magnetic tape in a professional system.

Participation in and awards from other festivals do not prevent from entering the film for competition.

7. Films are registered for the Festival by means of a special entry form. Entry forms are accepted until 1 February 2001. The entry form should be accompanied by VHS videotape; in the case of foreign films, with English subtitles or with an English dialogue list.

8. The selection of films will be made by the Director of the Festival. By 30 March 2001, all entrants will have been informed whether their films have or have not been entered in the Festival. In the case when a film has been selected for the Festival, the following information materials should be sent as soon as possible:

• synopsis,
• the director's biography and filmography as well as his/her photograph,
• stills and press information package.

9. Films participating in the international competition will be evaluated by an international professional jury appointed by the Director of the Festival. The National Competition will award the main prize of the Festival:

• Grand Prix - Golden Poznań Goats for the best film.

In addition, the Jury shall award:

• Silver Poznań Goats for the best live-action film for children,
• Silver Poznań Goats for the best live-action film for young people,
• Silver Poznań Goats for the best animation film,
• The CIFEJ award.

Moreover, the Jury may grant awards of honour.

Films presented in the international competition will also be evaluated by the Children's Jury, which will grant the award of Marcinek and by the Young People's jury, which will grant the award of Marcin.

10. Films participating in the national competition will be evaluated by a professional jury appointed by the Director of the Festival. The Jury shall award the following prizes:

• Silver Poznań Goats for the best live-action film for children,
• Silver Poznań Goats for the best live-action film for young people,
• Silver Poznań Goats for the best animation film.

Moreover, the Jury may grant awards of honour.

Films presented in the national competition will also be evaluated by the Children's Jury, which will grant the award of Marcinek and by the Young People's jury, which will grant the award of Marcin.

The films awarded with Silver Poznań Goats in the national competition will be entered for the international competition, provided they have been registered on a 35-mm tape.

11. Prints of the films entered into the Festival should be sent to the following address by 4 May 2001:

Św. Marcin 80/82, 61-809 Poznań, Poland

On sending of a foreign film print and independent from the freight bill, an original pro-forma invoice and a fax or telegram giving the date of print dispatch, name of carrier and freight number should be sent in. Postage will be paid by the sender of the print. Return postage and insurance will be paid by the Festival. The insurance covering theft and damage up to the full value of the print indicated in the entry form is valid for the period from the receipt of the print by the Festival from the delivering carrier until the receipt of the print by the returning carrier from the Festival. Prints will be dispatched within 14 days from the Festival end, unless agreed otherwise.

12. Prints and dialogue lists of foreign films should be sent in the original version. If a print is subtitled in English then the dialogue list should also be in English. Polish translation of the dialogue lists will be simultaneously read by readers. The dialogue list and information materials shall be sent in immediately following the receipt of information on entering the film into the Festival.

13. Entering a film for the Festival is equivalent to acceptance of the above Regulations. Any matters not covered by these regulations will be decided by the Director of the Festival. Regulations of the Polish Civil Code shall apply in an event of dispute
